城管执法(chéng guǎn zhí fǎ)

  城管对于外国人可能不太熟悉,我不知道这是不是中国特色,又或者是北京特色。在闹市的街边,过街天桥上,地下通道里,几乎是所有人流密集的地方,都 能看到无执照的小商小贩兜售商品。他们总是与城管执法员们打游击战。三五城群铺块布在地上就是一个摊位,只要突然其中有人喊:“城管来啦”。大家揪起布角就跑,有的还是骑着三轮车或开摩托车跑,场面相当混乱。城 管执法员刚一走他们就接着回来各做各的小生意。

        The 城管执法 is an enforcement brigade of sorts. Common mostly in Beijing and Shanghai (and perhaps also in some other up-and-coming cities like Guangzhou), these officers exist for one thing – unlicensed peddlers on the streets of the cities. Much like peddlers and small shopkeepers the world-round, those who sell items on the streets of Beijing and Shanghai are required to be licensed accordingly. Those who are not are subject to fines and displacement. However, these occurrences are rare. Why? Because it is often said that these two groups – peddlers and officers – engage in a sort of "guerilla warfare". The peddlers set up shop on streets and under covered walkways. The officers arrive on scene with their lights blaring. The peddlers, who are often selling goods off of a cloth or other portable display, gather their items in a bundle and run off, only to return again once the officials have gone.
